We now have distributed in the SDK set as well. This brings us closer to having a complete static SDK on Windows.

Please build with following PRs:
swiftlang/swift-installer-scripts#439

@swift-ci please build toolchain windows platform

We now have distributed in the SDK set as well. This brings us closer to
having a complete static SDK on Windows.
